JAMESTOWN PUBLIC SCHOOL Regular Meeting Official Minutes School board meeting on Monday, January 16, 2023 at 5:15 pm in the Thompson Community room at the Middle School, 203 2nd Ave SE, Jamestown, ND. Present: Mrs. Larson, President, Diane Hanson, Gayle Nelson, Jason Rohr, Aaron Roberts, Steve Veldkamp, Robert Lech, Superintendent and Sally Ost, Business Manager. Mr. Dan Tweten, Mrs. Melissa Gleason and Mr. Roger Haut were absent. Guests: Jennifer Gall, Ben Smith, Chris Lunde, Chad Hakanson, Crystal Hakanson, Tara Newman, Ryan Harty, Kerrie Soulis, Justin Connell, Stephanie Nelson, Will Nelson, Tammy Mews, Bo Nelson, Cody Mickelson, Bill Nelson, and Colton Mewes. President Larson called the meeting to order and welcomed the audience, Jason Linz, Bluejay Channel, Kristi Grounds, Business Manager and Amy Neustel, Administrative Assistant. Recognition of fall athletics and coaches. Mr. Roberts moved to approve the consent agenda which consisted of December 19, 2022 regular board meeting minutes, December 28, 2022 special board meeting minutes, January 9, 2023 school board retreat meeting minutes, payment of bills, pledge securities, and December enrollment report. Roll call with unanimous “yes” vote. Motion carried. Mr. Rohr moved, seconded by Mr. Roberts the resolution in honor of Sally Ost. Roll call with unanimous “yes” vote. Motion carried. Mr. Roberts moved, seconded by Mr. Rohr the resolution in honor of Roger Haut. Roll call with unanimous “yes” vote. Motion carried. Will Nelson, Student Council President, reported they are working on Snow week events for February 6-11. Mr. Justin Connell and Kerrie Soulis reported on the SARB procedures. There are 4 tiers that are followed with different forms of contact with the family to improve attendance. SARB committee meets monthly to review barriers and expectations district wide. Mrs. Nelson arrived at 5:35 pm. Superintendent Lech reported on the Business Manager transition with Kristi Grounds. The Human Resource Specialist is in the process of interviews. Dr. Lech has been in contact with a consultant to assist in training and audit the Human Resource area which will help to transition duties. Superintendent Lech reported on the Title I allocation change in calculations that has been proposed. The formula change is not for small schools. The formula would be difficult for Jamestown Public Schools. Dr. Lech has written a letter in regards to the proposed change. Superintendent Lech reported the Facilities Task Force will be meeting and will bring forth recommendations to the board in the future. Superintendent Lech reported the Learning and Continuity of Services Plan is to be updated every 6 months per the ESSER III funding requirement. Superintendent Lech reported the GAAE policy is a required policy that just came out for approval. Superintendent Lech reported negotiations will begin according to the new law changes. Mr. Veldkamp moved, seconded by Mrs. Nelson to approve the High School change order #5 for scupper downspout in the amount of $564.39. Roll call with unanimous “yes” vote. Motion carried. Mrs. Nelson moved, seconded by Mrs. Hanson to approve the student travel study programs for Spanish and German in June, 2023. Roll call with unanimous “yes” vote. Motion carried. Mr. Roberts moved, seconded by Mrs. Hanson to approve the transition of business manager responsibilities of signature cards for bank deposits/withdrawals for Business Manager, Kristi Grounds at Wells Fargo and Unison Bank, resolution to permit the Business Manager, Kristi Grounds to execute or cancel a lease or leases for rental of one or more safe deposit boxes, to have access, exchange or surrender and appoint deputies on behalf of the District, designate Business Manager, Kristi Grounds to sign as an authorized representative for Title I, Title IIA, Title IVA and other federal, state and local grants, designate Business Manager, Kristi Grounds as Title IX Coordinator in Nondiscrimination and Anti-Harassment Policy AAC and remove Sally Ost effective as of February 1, 2023. Robert Lech and Heidi Larson will remain as current signers on the Jamestown Public School accounts. Roll vote: Rohr, yes; Nelson, yes; Roberts, yes; Veldkamp, yes; Hanson, yes; Larson, yes. Passed 6-0. Motion carried. Mrs. Ost provided a copy of the general fund balance sheet. Mr. Roberts moved, seconded by Mrs. Nelson to approve the monthly financial reports. Roll call with unanimous “yes” vote. Motion carried. Mrs. Nelson moved, seconded by Mrs. Hanson to approve the resignation of Amanda Avray, Riley Renwick, Nicholas Stoterau, Michel Grotian, Leslee Larson, Mark Ukestad, Pat Smith and Jamie Eamon at the conclusion of their 2022-2023 contract. Mr. Roberts moved, seconded by Mrs. Nelson to approve extended contacts for second semester at the High School for Cody Mickelson for one additional section of German 2 at a salary of $5,041.66, Amy Tarno for one additional section of Personal Finance at a salary of $4,211.74, Hannah Lloyd for one additional section of Food and Nutrition Prep 2 at a salary of $3,858.14, Tom Maus for one additional section of Geometry at a salary of $5,482.27, Denise Wood for one additional section of Algebra II at a salary of $4,587.47, Sydney Brunmeier for one additional section of Algebra I at a salary of $3,778.51, Leigh Meier for one additional section of Algebra II at a salary of $4,505.48, Kimberly Carpenter for one additional section of Algebra I at a salary of $6,862.02 and Bill Nelson for one additional section of Advanced Strength at a salary of $5,041.66. Roll call with unanimous “yes” vote. Motion carried. Mrs. Nelson moved, seconded by Mrs. Hanson to approve Jamestown Administrators Notice of Intent to Negotiate with the Jamestown School Board. Roll call with unanimous “yes” vote. Motion carried. Mr. Veldkamp moved, seconded by Mr. Roberts to approve Jamestown Education Association’s Notice of Intent to Negotiate with the Jamestown School Board. Roll call with unanimous “yes” vote. Motion carried. Mr. Roberts moved, seconded by Mr. Veldkamp to approve the first reading of Policy GAAE – Critical Race Theory and review of GAAE-E1, JPS Request to View Instructional/Resource Material. Roll call with unanimous “yes” vote. Motion carried. Mr. Veldkamp moved, seconded by Mr. Roberts to approve the amended board regulation GAAC-BR Procedure for Reviewing Complaints about Instructional/Resource Material. Roll call with unanimous “yes” vote. Motion carried. Negotiation Seminar information shared with Board Members. Mr. Roberts moved, seconded by Mrs. Hanson to approve the updated Return to Learning and Continuous of Services Plan. Roll call with unanimous “yes” vote. Motion carried. President Larson asked if anyone had a motion for executive session to discuss negotiation strategies. No motion was made. Since Roger Haut passed away, President Larson wanted the community to know that his years of service were apprciated. No further business, President Larson adjourned the meeting.
